Arrival Checklist

What you need to do upon arrival in Norway.

Step 1 - All Grantees:

State Aliens' Office/Local police: Norwegian law requires registration within 7 days of your arrival. Please note that all accompanying dependents must register in person with grantee.

  • Oslo: Schweigaards gate 15 B, 0191 Oslo, tel: 02800. Open hours start at 8:15 AM every weekday. Before visiting, you will need to set up an account and schedule an appointment at UDI's website.
  • Other cities: register at the nearest police station. To find your local police station, go to the Norwegian Police website.  In the horizontal menu toward the top of the page, you will find a drop-down menu that says "velg ditt lokale politidistrikt/ særorgan" (choose your local police district/special unit). Select your geographic region. On the next page you see, select "kontaktinfomasjon" (contact information) to see a list of local police stations and contact telephone numbers.

Step 2 - a) All grantees with residence permits lasting six months or more; b) Grantees who plan to work part-time or receive a salary; c) Spouses of students, who plan to work up to 20 hours a week. (Grantees planning to stay fewer than six months see alternative step 2 below.)

  • After having been to the police, go directly to your local tax office (skattekontoret) to obtain a personal ID number (personnummer, the Norwegian equivalent of a social security number). This 11-digit number consists of your date of birth plus a 5 digit personal number. The ID number is required for opening a bank account, setting up a mobile phone account, for obtaining student cards, and if you plan to work or receive a salary in Norway.
  • Bring with you, your passport, the letter from the Directorate of Immigration (UDI) granting you a residence permit a completed form Notification to the National Registry (NR) of move to Norway from Abroad.
  • You must register wtih the National Registry at your local tax office (skattekontor) within 8 days of your arrival in Norway.

Walk-up addresses for Oslo, Bergen, Kristiansand, Trondheim, and Tromsø:

  • Oslo likningskontor og folkeregister: Schweigaardsgate 17 (next to the police station).
  • Bergen likningskontor og folkeregister: Nonnesetergaten 4.
  • Kristiansand likningskontor og folkeregister: Tordenskjoldsgt. 9
  • Trondheim likningskontor og folkeregister: Kongens gate 87
  • Tromsø likningskontor og folkeregister: Kaigata 3 - 5
  • Addresses and opening times are available for local offices all over the country on the Norwegian Tax Authority website. 

Alternate Step 2 - Grantees whose residence permit is for fewer than six months:

If you plan to spend less than six months in Norway, you do not need a personnummer or a personal ID number. Instead, you need what is called a D-number (D-nummer). When we arrange to open a bank account on your behalf, the bank will assign you a D-nummer. Therefore, you do not have to go to the National Registry to get a personnummer.

Step 3 - All Grantees:

Remember to register as an American citizen living in Norway with the U.S. Embassy in Oslo.  Be sure to explore the citizen services available at the embassy as well. 

BANK ACCOUNTS:

New anti-fraud legislation in Norway requires grantees to apply for bank accounts themselves, and precludes the US-Norway Fulbright Foundation from applying on your behalf.  This means that you must have received your residence permit and your personnummer before you can open a bank account in Norway. Once you have received the necessary documentation, Fulbright can assist you in the process.
